Can someone apply for a torist visa if they had an H3 revoked?

He went on a training program via a University to the US. The program to a group of them (not only to a group of the but those were the one who chose to be vocal) was not what they expected and according to what they was told they had issues with the program. They wrote letters to the right authorities stating how displease they felt about the program. He had a meeting with the university on behalf of the group to get changed to the program but as a result was said to be disrespectful at the meeting. He received a phone call stating they were calling from the US embassy to let him know that his visa was revoked and that him they was informed that he has a disciplinary hearing against him and that he is no longer part of the program. When the embassy was contacted he was told that they was told he is no longer part of the program and was under going a disciplinary hearing. A diciplinary Hearing he never had, a revoked visa he has which can tarnish his reputation with the US embassy and he don't know what to do. How can he right this wrong that was done to him?
